Independent International Scientific Panel on AI
In August 2025, the United Nations General Assembly adopted resolution A/RES/79/325, formally establishing the Independent International Scientific Panel on Artificial Intelligence as a multidisciplinary scientific body within the United Nations system. This Panel was created in response to global calls – reflected in the Global Digital Compact and the Pact for the Future – for evidence-based, science-driven input into international discussions and policies on AI, including its opportunities, risks, and societal impacts.
The Panel’s main mission is to advance independent scientific understanding of artificial intelligence and to provide objective, rigorous assessments that can inform policymaking, governance frameworks, and global cooperation. Drawing on interdisciplinary expertise, its work will help clarify the potential of AI systems to contribute to sustainable development, economic growth, human rights, equity, and environmental stewardship, while also identifying risks, gaps, and emerging concerns that require international attention.
The Panel will be formed from forty experts serving in their personal capacity. It will be tasked with producing annual, policy-relevant, evidence-based reports that synthesize and analyze existing research on the development, deployment, and impact of AI systems. These assessments will include thematic briefs as needed and will be presented at the Global Dialogue on AI Governance and to the UN General Assembly, serving as an authoritative resource for Member States, international organizations, and multi-stakeholder networks working on AI policy and innovation.
Beyond its core reports, the Panel will also establish working groups, consult with external experts, and engage with diverse scientific communities to ensure its findings reflect a broad range of perspectives and geographic contexts. By connecting cutting-edge scientific insights with policymaking needs, the Independent International Scientific Panel on AI aims to strengthen global cooperation, support evidence-based decision-making, and help ensure that AI systems are developed and deployed responsibly, inclusively, and in alignment with the 2030 Agenda for Sustainable Development.
